Question Is it ok to just replace fork dust seals?

Picked up my first bike (FZ6 S2 2007) a couple of weeks ago. I notice that there is a bit of rust just under the rubber dust seals at the tops of the lower fork pipes - it's pushing the dust seals up a little and one has very slightly split.

The forks themselves seem fine otherwise and there is no oil leakage.

Would it be ok to simply remove the forks, switch out the dust seals, and maybe sand off / chemically treat the rust without further dismantling the forks? If it's going to need a full strip and re-oil I'd like to know before I start (so I can watch some tutorial videos and get a seal pusher!).

Thanks for you help folks,
