help!! cutting out at low revs.

hi folks,new to the forum and wondering if anyone could help,recently picked up cheap fz6,r reg 1996 i think. not much experience working on bikes last had one over 20 years ago.it will tick over but splutters like a dog at about 5 thou revs,noticed the rubber hoses 4 off running from air filter to carbs badly degraded would this give these symptoms and how easy to replace? any help would be appriciated
